Civilian Coast Guard Employee status?

Good evening,

I'm looking at applying to the SMART program (Electrical Engineering major, with a focus in RF) and I am currently a civilian (part-time) employee of the Coast Guard. This is a college students only program, but it's not STEP or SCEP. Am I eligible to mark myself as a DoD employee? I would assume yes, but I don't want to screw up on my application.
