What's the deal with the SFs for Dellums scholarship?

Dellums Scholarship applicant here
So I was never contacted by any SF after submitting my application. Does this mean I have no chance of getting the scholarship? Some people have said that there's been people who were granted the scholarship without having an interview with a SF, is this true?
