Graduate Research Assistanceship

For graduate students, is it okay to supplement SMART funding with a graduate research assistanceship? It looks like the only restriction on additional funding is that it cannot come from a federal source. My faculty advisor raised the concern that his research is supported by federal funding (grants), and he would be sponsoring my GRA from his research's funding. Is this considered federal funding as far as SMART is concerned? My initial assumption is that it is not because the funds would be coming to me from the university. When I read the federal funding restriction in the handbook, I interpreted it to mean that you couldn't receive any additional federal scholarships/fellowships, such as the NSF GRFP, for example.

For any graduate students, do any of you have graduate research assistanceships? Is it allowed according to SMART's rules?
